I have a modded Wii hooked up to an HDTV with component cables. The TV doesn't have a game mode that I can find. The lag usually doesn't bother me that much, but it makes games like Rhythm Heaven utterly unplayable.

Is there a software solution to this? Or do I just need a new TV? Or is there something I haven't thought of?

Typically TV's will add about 16ms or 2 frames of input lag when upscaling the resolution to the TV's native resolution and can be more if you've got special features turned on in the TV's picture options.

Try buying a MonoPrice Wii to HD adapter, I spoke with a tech representative and the person told me there's no input lag or response time added with the device when converting from analog to digital HDMI and upscaling to 720/1080p.

Then turn off all TV's picture setting features like Dynamic Contrast, Digital Noise Reduction, etc since having these settings on further introduces input lag.
