Hacking Soft Reset?

OK, I don't know where to look to figure out how to do it...sorry for the nooby question, and secondly how do I activate it in the menu or whatever?

1. Hit Start

2. Go to System Options

3. Hit L once, or R three times.

4. There will be an option called Soft-Reset. Change it to Enabled.

Press L+R+X+Y+A+B+Down at the same time when playing a game.
