Sure but good luck finding one...
The only thing which is related to this is the Wii Backup Disc (gay fish disc thingy).
There was a dev wad on it.
 
a dev wii has normal wii hardware, just a DVT Reader or something instead of a disk drive (some models atleast)

I still wonder what's different about those discs...Either way, discs don't matter with USB loading.

Also: The video shows "DEVKIT BOOT PROGRAM v1.19". Is this a special boot2? Or is it a regular one with a dev flag set...If it is a special boot2, where'd he get a copy of it, and the "Wii Menu Changer"?

If I'll just send a letter to nintendo saying that I'm a cool developer, and I'm ready to pay for SDK, will they give it to me?

Nah, you have to make some games on other systems first and then apply and pay like 20000 dollar

Most of their WiiWare-games are their first serious commercial works.
Searched a bit and found out it is just commercial blah. To get accepted as a developer you have to have developed quite a few games (doesn't matter which platform).
 
Wait..so soon we will be able to use dev wii nand ..does that mean we can do everything that a dev wii can on a normal wii?

it looks like it, but do you have a dump from a development Wii? Or any of the development discs/wads?
