So I downgraded my o3ds to 9.2 yesterday, and now that I start it up, there is sound playing but no screen. The screen only comes 5 seconds later. Is that normal?

From 9.2 to 10.3.0-28 there is a lot of improvement and system stability issues that were corrected troughout all those updates. Maybe it's all part of that.
