If I buy a WiiU,

Do I need the Gamepad to mod, and play regular Wii games from USB Loader
with usb loader, can I play regular wii games with the regular wii controllers?

You need Wii Remotes. This is something a Google search would've turned the answer up for in the first hit.

On the vWii (so the wii "inside" the wii u), you have to use the wiimote. You can't use the gamepad on the vWii, except to display the screen on it if you want.

Yes you need a Gamepad to mod and the usb loader works in vwii and regular wiimotes will work.
