Nope most parts of the world have to buy phones without contracts and just put sim cards in since gsm in used exclusively almost everywhere else
I'm thinkin about choosing an Android phone, but many people said that Android phones below $200 is not better than Symbian phones at that money range. A major aspect that I care is the app market: Apparently, Android app market is 4 times bigger than Symbian's.

Nokia or Samsung now...?

It doesn't matter which company you get from, it depends on the phone tell which ones you find and we will tell you if you should buy them.

The problem being is that the lumia 610 is better than both of those is every aspect screen, ram, processor,camera, etc the only advantage being android vs windows phone and even at that both of those are limited by their processors on what apps they can run.

Edit: If this is the only phone you can get, I can't recommend getting as the modding community for both is either dead or never existed, it would be much better to save your money to buy something better or at the very least waiting for better phones to come out and lower the price and standards of phones.
 
I heard that you might be able to put ics on it, I'll edit some links in if i find them.
