.bin/.iso and .cue files usually come in pairs. While the .bin file is the actual content of the CD, the .cue file is sort of like the track layout record for the CD, and is needed when there's more than one file to load (such as when you have iso, wav and cue files in the archive).

For example, the "Sonic CD (1993)(Sega)(PAL)[!].cue" file contains entries pointing at the "Sonic CD (1993)(Sega)(PAL)(Track 01 of 35)[!].iso" and all of the "Sonic CD (1993)(Sega)(PAL)(Track XX of 35)[!].wav" files. Just loading the .iso file will not work, since the game will be missing all of its music and sounds. Loading up the .cue file will load the .iso file in return, and the emulated CD drive will know where to find the music as a result. Needless to say, all files should be in the same directory, unless otherwise specified.

Only applicable for games that use CD audio, though. Not sure what % of Sega CD games that is. Otherwise the cue will only contain a single track pointing to the entire iso/bin, making it redundant.
Edit: For the record, those wav files are CD audio that have been converted. Sometimes it can be MP3 to save space. Sometimes they're still in original format embedded in the iso. But in all 3 cases the cue is necessary.

hi, when im in picodrive i can only see .bin files, not the .cue, and when i try launching them it gives me an error or load it but show a black screen, what should i do?

have you combined the bins into one bin? that usually fixes the problem. There are programs that can help with those
