Commercial: I only know of a GBA port of risk:
2074 Risk - Battleship - Clue (US) dumped by Trashman (trm-rbc.zip)
There was supposed to be a DS version but it got cancelled.

Homebrew:
Nothing direct but there is dicewars DS.

a game that is fun for DS (and GBA) that has some risk-like qualities is Advance Wars series. Days of Ruin is the newest one, for DS.
