Hardware Scratches? Dents?

So! I have two dots on the top screen of my 3DS. They absolutely WILL NOT go away. Are these scratches? Are these dents? More importantly, how do I get rid of them?

Note that this is absolutely NOT a pixel issue, it is on top of the screen itself.

Idk But if it not a pixel issue then it be better to turn it back in.
