I don't think you understand how it works.

You need an unpacked/decrypted game dump to make fpkg. gp4 is not the problem here. Problem is you can't get the game running so you can't dump decrypted files. (They get decrypted when running, that's why the dumper needs you to run the game to dump.) Thus you can't do anything else.

You can repack fpkg simply because they were decrypted in the first place. If we can now simply "re-sign" the retail pkg, why do we need those fpkgs?
