okay so this isn't another instance of "can x be ported to 3DS?" case
Lots of posts questionned if the 3DS can run swf files, or if Flash Player is portable to the 3DS, and the answer was NO. However, is the answer still no for Ruffle? It's an open source Flash Player emulator, and even though I'm neither a programmer or a modder, I think is possible to be ported on the 3DS (I could be wrong tho, I want to hear from you guys, you're way more expertized than me :D)
Anyway if it's portable to the 3DS, I'd love to see it happen. It would be another cool thing in the "why you should buy a 3DS" list.

Yes it is?

So, why exactly would you think that, then..?

A good place to start would be to check if it's been ported anywhere else, and it seems so far it only has a barely-functional Android app. That suggests further ports to more exotic platforms are a long way off.

More likely, it would be another thing that you could do very badly on a 3DS that you could do much, much more easily on a smartphone from five years ago.

Since flash player for NDS exists but it's not perfect.
You mean DSFlash? I understood that it barely worked at all.

In any case if you want to run that on your 3DS, you can presumably do that with TWiLight Menu.

There were a couple of different open-source Flash projects before Ruffle (like Gnash), but I understand none of them were anywhere near as complete as Ruffle. (Otherwise people would have started using them instead.)

It seems possible...

Yes that one natrium42 made, even without sound it's look cool.

I don't see the point in porting Ruffle over to the 3DS, especially since it's written in Rust, so you'll have to make an interpreter for that too. It would be best if an ActionScript interpreter was created with something the 3DS can easily execute, like C or C++ (although I have no idea how to create 3DS applications, just an assumption).
