I'm not sure if I understand what you're saying here. For me, there was a long time fallout was the only turn based RPG I could stand because I perceived the other ones as having stats for the sake of having stats (the common fantasy theme played into this as well). I dare say it was deep because it mattered in what way you distributed your skills on your character (meaning: you can't just "do everything"), but it wasn't overly complex.
So...I was thinking of namedropping the shadowrun returns series and divinity: original sin. Neither are post-apocalyptic (the former is cyberpunk, the latter - yup - fantasy), but they are praised for their deep character development and turn based combat.
Erm...is this a joke? age of empires is a real time strategy game. All they have in common is (at most) the isometric perspective on the field, but that's about it.
And perhaps I should clarify: when I said underrail "looked alike", I didn't mean just in pics, but in how it is set up both theme wise and technical. Again: I haven't played it myself, but with many people claiming it having a "fallout 2"-vibe, I think I can say it without just saying something of screenshots.
