Hacking Rock Band 3 Customs DTA file explained?

I would like to know how the DTA files work. I've tried to explain it here: https://gitlab.com/HarvHouHacker/rock-band-3-wii-custom-songs/wikis/Editing-the-DTA-Files
However, I really don't know. Any help?

Do I need to know what is in such files? Is there a proper way to edit them?

Apparently, no one knows what I'm talking about. I know these are database files for helping make custom songs work, but I'm not exactly sure how to modify them. If anybody can post a guide or something, that'd be great.
