I open my game. I got to Quick Menu/cheats. I enter some cheats. I select Save Cheat File As and the file is saved to the root of my sd card as a .cht. However retroarch will never find it when I go to Load Cheat File (Replace) or Load Cheat File (Append). Doesn't matter where I put the .cht file. In the sdroot or in retroarch/cheats folder. Why can't retroarch load the .cht file it creates?
