Resizing Websites or Programs

Is there any good websites or programs that lets you resize pictures? I need a 256x192 picture that I'm using for a DS background. Any help? Thanks

you can increase dpi on a document and that stretches the images pretty well

The problem was the image was too big and I had to shrink it, but thanks anyway I found the problem.
