I would Do it my self if I knew how to code For the 3DS And homebrew only know how to do it for android. Anyway is there a save editor for the 3DS homebrew. Or can someone make one.

Have you tried just manually hex editing the save file? Youll need all those addresses and values in order to make an editor anyway.
I can't obtain the file with out a save Manger but none will even boot with terraria on the HBL
