ROM Hack [Request] Pokemon SoulSilver Modding Programs

Hey, I kind of want to start a project and make my own mod for Pokemon Soul silver.

So I was wondering if anyone could point me to the necessary modding programs.

Also, when trying to open my Rom with PPRE, which is called "Silver.nds"
It gives me an error message:

"Rom has not been loaded please place your Rom in the same folder as PPRE, type in the name of your ROM, and click open ROM"

I don't see an "Open ROM" button and when I open it up from the choose file button it doesn't work. What am I doing wrong?

PPRE is mostly script editing right now.
to answer your question, use the latest one (i forgot which one)
type in your rom name. click set rom. wait for it.

Thanks, I got it working. I never realized how large PPRE was.
