ROM Hack [Request] Change NTR cheat region?

Hey guys I was wondering if it's possible to change the region of a NTR cheat file.
I found some Devil Survivor Overclocked cheats, but they're for the Japanese version so if I try to run the game with them it stays on the Nintendo 3DS boot screen.
So this leads me to the topic question. Any help is appreciated.
I attached the Japanese cheat.plg file just in case anyone needs it.

Without the source it's nearly impossible as we must rewrite it all.
Or you must dump both of the region and determine what changes... Have fun

Where would I find the source?
And man if I had the Japanese rom I would dump both.

Unfortunately the only way to have those sources is if the original maker of the plugin share them :/.
