Homebrew [REQUEST] Can someone tell me how to code CIA files

Can someone please point me in the right direction in learning how to code 3ds Programs
im not new to programming , im just new to C# or C+

You don't code .CIA files, they're derived from .3ds dumps. Do you mean 3DS homebrew?

Well. Dumping .3ds files can already be done by the popular Decrypt9/Hourglass9 so it's kinda pointless wanting to make something of the same thing?

I don't know anyone teaching 3DS hacking. Most people learn through personal research and have a long background in hacking. This isn't something someone learns over night. It's something people dedicate a good chunk of their life to.
