As the default Mii Maker only has 8 hair colors but Tomodachi Life has 32 more, even after importing from TL to MM, the hair color of Miis won't change, I hope someone invents a better version of it (Is it hard? I don't know)

You'd have to rewrite every game using Miis, since they expect Miis in a particular format.
You could make a Mii Maker for homebrew, but you'd still have to use official Miis in games.

Yeah, mm.. That's just slightly impossible. As Mikemk said above, you'd have to rewrite every game using Miis. And lets be honest here, how many games use Miis on the 3DS?
 
We might be able to get more info on Mii's using FriendMii. However making an advanced mii maker, is something entirely different. The most I might be able to do is gather the data avaiable from the Miis and have FriendMii draw it.

Each official game with Miis requires the devs to ask Nintendo for the mii library (it's not part of the main sdk), the Mii system applet is generally used as a selector but games receive the raw data they have to render themselves via this library

And lets be honest here, how many games use Miis on the 3DS?

In basic: No. It's pretty impossible. It'd also have to be a fairly active project, and something people are willing to cut out time for. Pretty rare in the 3DS scene.
 
It would take way too long to create something like this, because you would have to write code for maybe over 100 or so games.
