If you're asking how to make one there's a 99% chance you can't do one even if you knew how lol
Besides I never said I knew how to make em. If you really want to make one you could have contacted Togenyan AN ACTUAL PERSON THAT MADE A SAVE EDITOR...
But I guess it's easier to complain than to actually do some research

Did you activate it before unlocking the mission?
If so, save your game, turn the 3DS off, activate the code again and try the mission
