2.2 runs slow on Switch

That is probably due to the emulation layer instead of being a more direct port.

In a Linux computer with 4 GB of ram aka the same that the Switch, and with a far slower processor a direct Linux port of SRB2 runs just fine.

Maybe, I don't know what went into either of the ports so I can't speak to their level of optimization. It doesn't seem like it would be especially demanding (especially considering the game was initially released in 1998) but perhaps 2.2 had some less well optimized additions made to it.
In any case, the 3DS is just ARMv6, it's extremely outdated tech. Even the very first Android smartphones were mostly ARMv7. It doesn't take much to make it struggle and 2.1 is already struggling in certain areas (as some people mentioned, down to around 8 FPS at worst) so maybe 2.2 is not worth the trouble.
