To my knowledge no DLDI version of rein was made and it is a GBA slot only app.
Search for rudolph's dumping tools (several threads around here recently and not so recently), they have save dumping via wifi, 3 in 1 or GBA slot cards) and there were a couple of swapping tools around somewhere for saves.
