Hacking Regional cias

I have a Eur 3DS and am having issues with some cias. When it comes to eshop cias I can run Eur and region free games no problem but not USA games.

When it comes to retail cias I'm finding that only USA cias will load, whilst Eur cias give me an ARM11 error. I don't understand why it's letting me run differen't region cias but not the region of my 3ds.

Can anybody enlighten me?

    That's one of the issues I have with ecchi stuff recently, it focuses too much on the sexual aspect, not the comedy effect.
