Homebrew Re-Homebrew Error 11.9

So my 3DS that I had CFW on started acting up recentley (took way too lang to boot up, shut down unexpectedly) so I thought it was a good idea to just wipe my SD Card and factory reset my 3DS and try to homebrew it again. I used the steelhax method, but when launching Steel Diver I get the error:

An exception occurred

Processor: ARM11 (core1)
Exception type: data abort
Fault status: Translation - page
Current process: menu (004003000009802)

According to eipHax' issues page I already have a CFW installed, and shouln't be launching homebrew through Steel Diver. After some messing around I found out that I at least have Luma on my 3DS still (figured this out by holding select on startup). So my question is, should I continue installing Boot9strap (Frogtool) or is there any was to remove Luma (or any other CFW) from my 3DS? Kinda don't wanna make a dumb mistake and brick my entire device.
 
I think that if you have Luma, you have B9S (because you need B9S to install Luma) and wiping the SD card isn't going to remove CFW.

Yeah that crossed my mind as well, but I have no idea how to open homebrew launcher.
