Hi so i have rxtools still and its on 11.0 emunand and i m trying to run it but it stays on 3ds logo and doesnt get past that can someone tell me how i make it work...

Radiant Historia requires at least 11.5. Your firmware is too low. Follow the guide linked above and when told to update your firmware, do it.
