ROM Hack [Question] Windows Application CDN to CIA

Hi GBATemp!

Is there an application (not just .py scripts) preferably for Windows that can
download directly from Nintendo Servers and output it as a CIA?

I've been using FreeShop so far but our Internet speed at home is very slow
and it raises the ping when I'm playing online games.

We have an Internet cafe here with an insane Internet speed and I decided
to download games there.

The problem is, they don't offer WiFi connection.

Any Windows applications I can use to download from one of the PCs there?

Wii U USB Helper works wonderfully for Wii U stuff, I expect it works just as well for 3DS titles.

Edit: I found its not particularly user friendly and a little confusing though, once you figure out how it works it's great.

Out of all the apps out there, I think

Wii U USB Helper works wonderfully for Wii U stuff, I expect it works just as well for 3DS titles.
