ROM Hack [Question]How does power saves work ?

Well like the title says.

Short Question:
" How does power saves work and why can't we make something similar for use with .sav files obtained via Savedatafiler(or completely decrypted saves) or Gateway launcher."

reason for question:
I was looking into modifying my Monster hunter 4 Ultimate save file (I'm short on cash (in game)) and saw that as of now there are no save editors as such and the only thing one can do is change the user's name.
But powersaves easily accomplishes save editing(or hacking) while using the encrypted .sav file present on the cart(I think).

so why can't we create something like power saves for use with .sav files or their decrypted counterparts ?

I could create a simple .sav editor in C# or VB....If others really need something like that!

with similar functionality like powersaves ?

Yes, it'll be easy..just got make a hex or bin editor that could edit the RAM saves (.sav; Powersaves)
