Hardware [Question]Game transfer without eShop

What I have:

-32 GB SDHC Card [FULL]
-128 GB SD/SDHC [Not purchased yet but will be soon]
-1 2DS System

What I want to do:

-Transfer all of my games to the new SD card
-Not download them all again

I know that doing this to a different system will result in failure. Can I just copy my data from one SD card to another SD card for use on the same system?

The 3DS doesn't write any kind of hidden data to hidden partitions of the SD card, so you can just copy/paste your stuff to a higher capacity card.
