Does anyone know or has it been confirmed that Nintendo DS games such as Mario Kart DS, Animal Crossing Wild World will still have both the local and Wi-fi connection's operational in DS mode?

Yes, it has been confirmed that all wireless communication methods from the DS work for the 3DS. The wireless hardware is near identical to the DSi's.
