Where does gbatemp stand on, say, posting links to modified rom files of kiosk demos?

No rom links but should you make patches to convert between them then that should be fine. I would be interested in seeing hacked work as well.
If you want suggestions on patches to use IPS works for simple stuff under 16megs.
More complex stuff (mainly stuff that is shifted around) and stuff over 16 megs I suggest using
