Question about Pokemon Bank

Once the Eshop closes and Bank is no longer able to be downloaded (but free to use for those who already have it), will we still be able to use a CIA version of Bank and use that?

Just wondering as if not, I would only have about a month left to buy a 3DS and download Bank.

The download of CIAs are illegal (apart from homebrew) but yes
