I will get a Gateway on Christmas (where 9.2 support hopefully comes out)And I have a questions regarding .cia files:
My father has a 3ds with 9.2 and me too.But then we have just one Gateway card.Is it possible that I install him some .cia files with my Gateway , and is it then possible for him to execute them, when I take the Gateway card on vacations?

If he never powers his 3DS down the entire time you're gone, sure. But you need the GW cart to load Gateway mode and run installed titles.

. Cia files are installed on your emunand partition and to access it you'll need a GW card. You could use a GW card on two devices but one of them would have to be in sleep mode - not shut down. So you boot into emunand on both devices, install your. Cia games and keep your 3ds into emunand.

hey guys, I do not know much about gateway , a question that may seem strange to you , is I install devmenu in 3ds r4 card for 3ds ?

Nothing is ever "installed" to NAND. Only system titles reside on the NAND; i.e. Anything on your homescreen after formatting.
Everything is installed to the SD card irrespective of whether you're using sysNAND or emuNAND.
Heck even extdata and dlc for system titles such as miiplaza are installed to the SD card.

No.
