most QR Codes on google will not work, I suggest looking at Hshop (Sorry I cannot show the link, GBAtemp has rules against sharing links to games)

Edit: if that still doesn't work than reinstall it, and if you use the .3dsx version than switch to .cia verson

Yep I have downloaded about 50 odd games from HSHOP using qr codes with absolutely zero issues so the problem must be with FBI.
