Hacking [Q] run other region CIA?

Just a question from a noob

Is there a cfw out there that allows running CIA files from other regions? Specifically cn region? I have a few translations I've found that I'd like to try

rxtools on o3ds
if youre on n3ds you need to run ntr cfw 3.0 on top of any other cfw

translation version has the same region as original one.

I can never get ultimate nes remix to work. Every other game works even new Zelda one. I'm on old 3ds xl with rxtools emunand 10.2 sysnand 9.2.

When I load nes remix it crashes with black screen saying I need to power off.

Has anyone got nes remix to work with CIA or is it a region thing?
