Homebrew [Q] Recompiling CIA from sd backup?

My external HDD just gave up on me today (what a sucker). I still have my backup sd on my pc which has the games on it. Is there anyway i can recompile them with the 3ds or a computer? I want to keep them as cia just in case i want to reinstall.

Well, I remember that you can create an SD padgen, but I don't remember how to use it...

Another question. Is it possible to just copy and paste what's inside my Nintendo 3DS folder (which has the games on it) to another 3ds? Wil the game appear on the home menu?

You can't just copy the Nintendo 3DS folder because those are encrypted with a different key for each console and system format
