I have searched a little but I always got some error doing this
can someone make a tutorial from zero?
in windows it is a python version problem or something like that, I think
in ubuntu I didn't found even how to install devkitpro

that's for devkit.
You'll find Image Magic using apt-get install imagemagick, it should be the required version (6.q16).
then use git to get armips: https://github.com/Kingcom/armips
and to generate make files for that you need to apt-get cmake.
After you've compiled it, copy the armips executable to /opt/armips then add it to your bashrc.
Or just add the build path of the executable to bashrc.

Edit: You only need armips to compile reinand.
