I assume you're just mixing up words. You can't install the games without hacking the console(aka running homebrew). However not all games need CFW to run, any game that had a disc-based release can run without CFW, however anything that required downloads from the eShop (except for Updates), but DLC requires you to run CFW, as does eshop games like Virtual console etc.
