Cryptic question. Do you mean if you can convert videos (probably full length movies) to PSP that are less than 100MB in size?

That I do not know, but what I do know is that you could use PiMPStreamer to stream videos from your PC to your PSP using WiFi. I tried it myself today and it worked very well.

And if you don't have a WiFi accesspoint then either get one or get a secondary/bigger memory stick.
 
Use one of the many PSP video converters out there (I recommend PSP Video Converter), then put them in your ms0:/VIDEO folder. Keep in mind if you aren't using one of the special PSP video converters, then they MUST be in .mp4 format.
 
When looking for fast .MP4 converters, I found one that is really fast and works great. It even transfers the videos to the PSP directly. It's called WinAvi MP4, it converts almost any video format to MP4(IPod, PSP, etc) and 3GP for other mobile devices. I've got to convert a 2 hours movie in 20 minutes, it was 1.3GB on size and it got reduced to ~600MB, less than half of the original file, with the same quality and video size. You have to pay for it, unless you look for a keygen or something like that. It's really great, I recommend it if you want to convert the videos. I think you can change the bitrate and get smaller files.
 
a really simple one to use as well is SUPER

for output container you just choose Sony PSP and select the video(s) you want converted

Converting to mpeg4 part2 is usually faster (depends on cpu) than converting to mpeg4 avc. And usually it has a smaller file size.

The file size depends on the bitrate you set.
