First of all, just leave the system in Sleep Mode so the system can download the update, then try again. Might be slow or wonky Internet.

My existing tickets work, but I think that's something that won't get patched without a major eShop and 3DS update.

Yeah, it's one of the update titles. If the HOME Menu prompted you to update and you saw a SpotPass notifcation, accept it and it'll complete without Internet.

Yep, you can usually always update emuNAND

Luma3DS works, NTR works - All is well.
