It's totally feasible to extract the files and to repack them, if they were created with the default passcode (aka all zeroes).

Yes, there is a barebones expectation of pubgen that there be certain important files present for building a valid pkg, and language files and audio is not one of them

You can also dummy out almost any file you wish, and modify any files you want, it just must be same name and format (for example 24bit png etc).
