PS4 Fan issue? (Fat model)

Hi, I have confussion about how fan should work and if is the real issue. My PS4 starts to be overheated, sound 3 beep and turns off, realized fan wasn't working. At power it on time, do some spins and stop, should be spinning always or just when need be cooled?. Tried other fan from other PS4 bought for parts and same response, just want to know if is normal behaviour, if fan not right do some spins and then stop to buy new one on eBay or could be other hardware issue. Thanks in advance.

Probably overheating, when was it last cleaned, thermal paste replaced?

Cleaned and thermal paste replaced at fan time replaced, anyway just seconds after boot up turn off, without put any game turns off, suppose must be by the fan

I believe you need specific fan for your model, not just any fan from a ps4. You would have to look up the CUH #

Thanks, checking now failure one is 1200 series, other 1100, must be for that.
