Gaming Problems with installing CIA Games

Okay so I recently installed CFW on my old 3ds and I'm trying to install some cia games via FBI but when it's completed it doesn't show up on the home screen nor the 3ds data management.

I've never done anything with a 3DS but I do know that when you want to use Citra (the 3DS emulator), you have to decrypt cia files.
I haven't read over this thread but it was the first result on google and the decrypter you're looking for is there.
