since preorders stared I wanted to preorder one package. Can anyone please confirm am I on the right site which shows where I can preorder? Site looks kinda unofficial and unsafe...

Both those sites are legit. One is TX's site and one is a reseller, both legit though. You can buy with confidence from any of the sites listed on their "where to buy" page. Any site that accepts PayPal is always best as you have some recourse in the event you do get burned.

As far as I can tell, most of them who ship internationally do not accept Paypal :r

Some of them can ship from USA or EU, and accept the paypal payment, such as the 3ds-flashcard.com, modchipdirect and so on, you will see from the seller page.

I ordered mine from 3ds-flashcard, and although they accept paypal, it's not automatic. I was hesitant at first because you have to manually pay them through the paypal site after ordering it. But i trusted them since it's listed on Xecuter's site, all seems fine so far, just waiting for them to ship it now.
They also ship from Hong Kong if you choose free shipping....if your from UK, not sure about that if your from anywhere else.
