can you use preloader to block wii updates whilst having Wii update turned on to get the News and weather chanel?

You don't need preloader on to do that. Nintendo has no means of forcing you to update your wii as of the current firmware versions out (3.4 for most regions, 3.5 for korea). You can stay online as long as you want or use wiiconnect24 with no ill consequences... at least for the forseeable future.

Preloader can do something cool. You can turn standby internet on in the wii settings menu, so weather&news channels will work. But when you turn off the wii, it will actually be turned off and not on standby.

It's actually in the latest preloader settings, not in the hacks.ini file. The only thing that sux about it, is that it doesn't work when you shut the Wii down from the Homebrew Channel, just the main System Menu.
