If I were to banner brick my wii while making custom USB loader channels, since I don't have bootmii installed as boot2, would I be able to boot into preloader, and then from there go into bootmii and restore a nand backup to fix any issues?

Yes, but you shouldn't restore your NAND via BootMii as IOS. It's unsafe and unnecessary. You're better off just uninstalling the bad channel from a wad manager.
