I found this 482 games in 1 on ebay. Is this
considered a Flashcart? I want to buy it but I'm sceptical and don't want to get in trouble with Nintendo. Any advice would be great.

Why would you directly get in trouble with Nintendo? Maybe the seller, but the endorsement of no-flashcards on eBay and Amazon has become more flexible with time.
If it's a good deal, buy it.

Those 208/482/520 in 1 DS games are relabeled Ace3DS Plus flashcarts.
For US $15–20 bundled with a microSD card, preloaded with all those games you don't have to go out and download yourself, has no time bomb, not blocked by the DS cart whitelist, and is ntrboot compatible, this is an attractive alternative to the R4i Gold 3DS Plus or R4iSDHC series.

Because these carts are sold with warez or copyright roms, posting purchase links of those here on GBAtemp is not allowed, but they can be easily found on aliepxress if you type in basic search terms.
