Homebrew Question Possible to connect to a network without internet for FTP?

^ Is it perhaps possible to fake DNS resolution through windows ICS (netsh wlan start hostednetwork) to allow adhoc between the PC and Switch without giving the switch access to the internet?
Wasn't really sure where to post this, mods feel free to move if I put this in the wrong place.
 
It works with my phone hotspot without any internet.
How are you able to connect to a network without internet? Does your switch not stop and give a DNS error when connecting? Or are you connecting with internet then disabling data after connected? That seems less then ideal for avoiding a ban as I'm trying to edit layeredfs mods without rebooting or connecting to the internet.
Also another issue with that for me is my s9 doesn't even seem to have an option to disable the mobile data!
Edit: figured out how to disable data it was hidden in data usage

Disable internet for the Switch using your router and make a loopback on your lan for ctest.nintendo.com (think that's it). It loads an html that says "OK". Should be able to find info online. It's not specific to the Switch except for the address.
 
I too am curious how to do this, I want it on my network but don't want an update to start downloading, I only want a local connection.
I have a netgear nighthawk router

Another option is making a nginx server to proxy *.nintendo.net and set your DNS on the switch to your computer(or nginx server) IP.
If is not created before, I can make a docker image if you want it guys.
