I haven't played the game myself, but have you changed the clock speed to 333MHz?

To do this without CWCheat: In the XMB, hold select until a small menu comes up. Change the Game Clock Speed to 333MHz.

With CWCheat: In game hold select and change the clock and bus speeds.
 
Are you running it off a UMD or a MS? My friend ran it off his MS and it was slow as hell, especially in cutscenes.
 
Aren't UMD's slower than MS?
Anyways, I did what myuusmeow suggested to begin with and its only slightly better but still horrible.

Fixes most problems with 99% of games. Grand Theft Auto games are pretty laggy in level 9 CSO format as well.
