PokeTransfer refusing to update from the eShop

My Old3DS is hacked (Luma3DS with Plugin Loader) and I went to download PokeTransfer via Pokemon Bank and it refuses to download or even update when I was able to download it through FBI. Is there a way to fix this?

Find the title associated with it and delete app and the ticket then reinstall

if the 3ds is anything like the wii u, an official download of something will not work if there's a fake ticket on the system for that title. on the wii u, it will download, but it will fail instantly at installing.

That's your issue, if you have a (fake) ticket already from a CIA and you try to download the official version, it doesn't overwrite the fake ticket, instead it tries to use it but fails since it doesn't match. You can delete tickets with FBI easily enough.
